Black hat SEO is simply what's all SEO will be eventually. Since the competition to get your website on the first page of a search engine is getting tougher everyday, they will have recourse to such practices to stay at the top or accept to remain at the bottom of the 2nd page of the search results. It's like doping substances in a cycling competition!

Black Hat SEO is a technique which increases a page rank in search engines through means that violate the search engines' terms of service. This technique can get you site banned from Google. So use White Hat SEO technique which focus on a human audience opposed to search engines and completely follows search engine rules and policies. It gives long term effective result.

Black Hat SEO refers to following the techniques against Google guidelines to rank in the Google SERPs. The sites, which are using Black Hat techniques, get easily affected by Google update like popular Google Penguin and Panda.

Honestly, all link building is some form of BlackHat SEO. But the best way to do link building is through creating something amazing on your website that thousands of people will be interested in linking to.

Black hat SEO violates search engines' terms of service. Yes, it could increase your site's search ranking but it is only for while. When search engines found out that you are using a wrong method of SEO, they will penalize your website.

It is not an ethical question, it is a question of opportunity, black hat is everything that tries to influence the ranking of a site or page, exploiting limits or gaps in search engines, in the long run in any case it is a non-viable strategy , as it can lead to penalties following search engine upgrades

Everyone else is pretty spot on. It's basically the "easy way" to get your page on to the SERPs but Google is increasingly getting better at weeding these people out and penalizing them. If you get caught good luck getting back to whatever page you were on.  You'll have to fill out one of their reconsideration request forms disavow all of your previous black hat links etc

Black hat SEO is the name of getting traffic by illegal way. A person visit any type of forum and leave irrelevant comments which are the source of increasing traffic on specific website.
Google did not give power to these sort of SEO.

Blackhat SEO is not illegal SEO,  Illegal SEO would be stuff like viruses that take over a system. Black Hat SEO is simply anything you do to affect the ranking of a website in any manner that the search engines do not agree with. Many.  It is a constant moving target when it comes to SEO so what is acceptable with Google today will be different in a week.   If you take Google literately, if you do anything online with the intent of it to affect ranking you are going against Google's terms of service so you are technically doing black hat work. A good example of black hat is using text as the same color as the background color of the page.  So if you wanted to rank for a specific keyword "mortgages" you would have that word display in the same color as the background over and over and it helped to rank. Google has a process in place now to catch it but the idea remains. At one time it was fine to do it and now you get it trouble.  Google makes about 600 changes a year so as I said it is a moving target.
